Over time, several authors have contributed approaches to evaluation. Some approaches or models of program evaluation issue from different philosophical orientations regarding the function of program evaluation while others have different implications for implementations. Therefore, evaluators must take caution to select the evaluation model that is best suited for providing structure for gathering information relevant to the program being evaluated. Evaluators should know the purpose, advantages, and disadvantages of each approach.

To gather meaningful and relevant information from which to judge the effectiveness of a program, evaluators must have a structure and process for collecting the information. The data collection process will be smoother and will collect useful information when a program evaluation contains specified standards and criteria to be used in the evaluation. Correct sampling and data analysis is essential.
